All participants in all Breakthrough Programs must have a Severe and Persistent Mental Illness (SPMI). All participants must be established residents of the city of Topeka or Shawnee County. All participants should have established local support services before acceptance into any of the programs. No sex offenders accepted. No person with a history of violence accepted. All participants should be in a state of stability at time of acceptance. Each program may have other criteria. This is not a complete listing.
